The Upper Saddle River Youth Guidance Council was established by a Borough Ordinance and members are appointed by the Mayor with the consent of the Borough Council. In accordance with the ordinance, membership consists of the Mayor (and/or his representative), a police representative, a school representative, and six members of the community.

The purpose of the Youth Guidance Council is to assist in coordinating the integrating community plans affecting the welfare of all children in the community. The D.A.R.E. (Drug Abuse Resistance Education) program is an integral part of the Council. Drug-free and alcohol-free activities and programs are also provided.

Monies for all Youth Guidance Council activities and programs are raised through a county grant ($11,500), matching funds from the Borough ($2,875), and fundraisers and donations to the Council.
